Requires the Department of Treasury to provide taxpayers with complete copies of audit work papers and audit reports upon request in printed or electronic format.

Establishes audit standards the department must follow including confidentiality, technical training, independence, due professional care, planning, supervision, risk assessment, and documentation requirements, with administrative rules to be promulgated within 1 year.

Sets a 1-year deadline for the department to complete fieldwork and provide written preliminary audit determinations for audits commenced after September 30, 2014.

Requires final assessments to be issued within 9 months of the preliminary audit determination unless the taxpayer requests reconsideration or an informal conference.

Effective date: March 20, 2014.
