Requires the board to submit a prioritized list to the legislature in January each year identifying lands, rights in land, and public recreation facilities to be acquired or developed with trust fund money.

Mandates that lands proposed for acquisition or development be specifically identified rather than using broad references such as ecoregions.

Directs the board to give particular consideration to acquiring land and rights in land for recreational trails that intersect downtown areas of cities and villages.

Requires the board to accompany each list with estimates of total costs for proposed acquisitions and developments.

Requires the board to supply a statement of guidelines used in listing and assigning priority to proposed acquisitions and developments.
