Reduces the population threshold for cities where limousine carriers must comply with vehicle for hire ordinances from 750,000 to 500,000 residents.

Applies the vehicle for hire ordinance requirement only to Class B limousines (fewer than 7 passengers including driver) operated within qualifying cities.

Allows limousine carriers to remain in a city solely for the purpose of picking up the same passengers they originally brought into the city on that trip.

Requires limousine carriers to obtain a certificate of authority from the department before operating any limousines on public highways.

Removes provisions regarding bonds for Class B limousines, including the previous 30-day implementation period and the 100-200 bond requirement for the first 90 days.
