Requires the department to give preference to products and services from Michigan-based firms or facilities operated by clean corporate citizens when all other things are equal in state purchases.

Mandates competitive solicitation for all state purchases unless one of six specific exceptions apply, including emergency situations, declared states of emergency or disaster, and delegated agency authority with approved policies.

Establishes a 10% contract preference for qualified disabled veterans (businesses 51% or more owned by veterans with service-connected disabilities) and requires the department to target awarding at least 5% of annual expenditures to such businesses.

Starting October 1, 2013, if the lowest responsive bidder is not a Michigan business, all Michigan businesses have 30 days to resubmit bids to match or beat that bid, with Michigan businesses receiving the contract if they meet the price.

Requires annual reporting to the legislature on qualified disabled veteran participation in state contracts, including the number of bidders, contracts awarded, total values, and whether the 5% goal was achieved.
