Amends the 1943 Proprietary Schools Act to clarify the Department's authority to inspect proprietary schools and require submission of reports and student records to authorized representatives.

Authorizes the Department to set and collect fees for licenses, temporary permits, and renewals, with fees used solely for administrative expenses under the act.

Confirms the Department's jurisdiction and control over proprietary schools consistent with the act's provisions.

Repeals 1963 PA 40 (MCL 395.121 to 395.125) regarding regulation of proprietary school solicitors.

Effective immediately upon Governor's approval on June 11, 2014.
