Establishes permit application requirements including applicant name and address, legal land description, project purpose, maps with contours and cross-section profiles, and other department-required information.

Sets tiered permit fees through October 1, 2015: $100 for general permit category activities, $50 for minor projects, $50-$1,500 for marina construction/expansion based on slip count and dredging scope, and $2,000 for major projects including dredging over 10,000 cubic yards and seawalls over 500 feet.

Exempts dredge material determined through testing to be 90% or more sand from the higher fee requirements associated with major dredging projects.

Limits projects requiring review under multiple statute sections to payment of only the single highest applicable permit fee to avoid duplicate charges.

Allows the department to accept applications for unpermitted work with a doubled permit fee (2 times the normal fee) if restoration is not ordered.
