Adds felony provisions for false representations to obtain personal information related to vessel and snowmobile registrations, with penalties of 4 to 15 years based on offense count.

Includes penalties for marine and vehicle-related crimes such as failure to stop at accident scenes (5-15 years), negligent operation causing death or injury (2 years), and recovering abandoned property from Great Lakes (5-10 years).

Ties effectiveness to the enactment of either Senate Bill No. ____ or House Bill No. 4443 of the 97th Legislature.
