Amends the 1996 Brownfield Redevelopment Authority Act (PA 381) to expand the definition of eligible activities and properties for brownfield redevelopment in Michigan.

Adds new categories of eligible property and activities, including transit-oriented development, transit-oriented facilities, and targeted redevelopment areas with 40-500 contiguous parcels in qualified local governmental units.

Expands eligible activities to include infrastructure improvements, demolition, lead/asbestos abatement, and site preparation for commercial, industrial, residential, and public properties that are facilities, functionally obsolete, blighted, or historic resources.

Establishes special provisions for economically disadvantaged areas, including economic opportunity zones (40+ acres with former 500,000+ square foot manufacturing facilities in municipalities with populations of 30,000 or less) and former mills along federal superfund sites.

Effective immediately upon Governor's approval on June 19, 2013.
