Permits "personal curriculum" modifications for students who have completed grade 9, allowing adjustments to Michigan merit standard requirements with approval from parent/guardian, teacher, school counselor, and superintendent.

Establishes specific conditions for personal curriculum modifications, including that English language arts and science requirements cannot be modified, but mathematics, social science, health/physical education, and arts requirements can be modified under certain circumstances.

Requires school districts to annually notify students and parents about personal curriculum eligibility, develop educational development plans in grade 7, and ensure highly qualified teachers deliver all curriculum components.
