Establishes a lien on personal property stored at self-service storage facilities that attaches on the date property arrives or the rental agreement is signed, whichever is earlier, to secure unpaid rent and storage charges.

Requires owners to provide written notice to tenants before enforcing a lien, with at least 14 days to pay, and must publish sale advertisements once weekly for 2 consecutive weeks in a newspaper or publicly available website.

Allows reasonable monthly late fees of $20.00 or 20% of monthly rent (whichever is greater) and permits rental agreements to limit the stated value of stored property.

Grants owners authority to destroy documents containing confidential or personal information and to properly dispose of unlawful property without liability, rather than require public sale.

Protects service members deployed overseas on active duty for 180 days or more by prohibiting lien enforcement for 90 days after the tenant's military service ends.
