Removes the January 1, 2007 effective date for oceangoing vessel permit requirements in Michigan port operations.

Changes permit issuance criteria for oceangoing vessels from demonstrating use of environmentally sound technology to prevent aquatic nuisance species discharge to demonstrating compliance with federal ballast water management standards under 33 CFR 151.1500 to 151.1518.

Maintains existing permit application timelines requiring the department to determine administrative completeness within 30 days for new or increased use permits and 90 days for permit reissuance applications.

Preserves existing permit fee structure for oceangoing vessel permits under section 3120, with individual permit fees and general permit fees specified separately.

Authorizes the department to promulgate rules to implement oceangoing vessel permit requirements.
