Creates tiered penalties for obtaining services by fraud based on dollar amounts: Class D felony (up to 10 years) for services valued at $20,000 or more, and Class E felony (up to 5 years) for services valued between $1,000 and $20,000 with prior convictions.

Establishes escalating penalties for food stamp fraud offenses, ranging from 5 to 10 years depending on amount defrauded and prior offense history.

Bill is contingent on enactment of Senate Bill number unspecified or House Bill 4501, meaning it cannot take effect unless one of these companion bills becomes law.
