Imposes a $5.00 fee on each retread tire sold by a retail seller in Michigan.

Requires retail sellers to add the fee to the total price, list it separately on sales receipts and invoices, and remit collected fees to the Department of Treasury within 30 days after each calendar quarter ends.

Mandates retail sellers maintain quarterly records of retread tires acquired for sale, retread tires sold, and fees collected.

Establishes the Department of Treasury as administrator of the fee program, with authority to promulgate rules under the Administrative Procedures Act.

Deposits collected fees into the Environmental Protection Fund for use by the Department of Environmental Quality to support retread tire recycling, cleanup of roadside waste from deteriorated retread tires, and other recycling and litter cleanup.
