Amends sentencing guidelines in the Michigan Criminal Code for drug-related offenses under MCL 333, including controlled substance delivery, manufacturing, possession, and GBL (gamma-butyrolactone) violations with offense classes ranging from A to G and statutory maximum sentences from 2 years to life.

Updates sentencing guidelines for arson offenses under MCL 750, including first through fourth degree arson, arson of insured property, and incendiary device placement, with classes ranging from A to E and maximum sentences from 5 years to life.

Modifies sentencing guidelines for property and fraud crimes under MCL 752, including health care fraud, organized retail crime, coin device breaking and entering, and audio/video recording violations with offense classes from D to H and maximum sentences from 3 to 20 years.

Revises sentencing guidelines for public safety offenses under MCL 800-801, including contraband and weapon smuggling into correctional facilities and jails, and unlawful cell phone distribution to prisoners, with offense classes E to H and maximum sentences of 5 years.

Takes effect immediately upon approval by the Governor on October 1, 2013.
