Replaces the term "felony" with "crime" in Michigan's criminal procedure statute regarding counsel appointment for defendants appearing without representation.

Removes the requirement that magistrates notify the chief judge of the circuit court to appoint counsel and instead directs magistrates to directly appoint counsel if the defendant is eligible under the Michigan Indigent Defense Commission Act.

Eliminates provisions detailing the process for chief judge appointment, compensation procedures through county treasurers, and reasonable compensation certificates for appointed attorneys.

Takes effect only if Senate Bill No. ____ or House Bill No. 4529 of the 97th Legislature is enacted into law.
