Designates 44 animal species as game, including badger, bear, beaver, bobcat, deer, duck, elk, fox, geese, moose, pheasant, quail, rabbit, raccoon, squirrel, wild turkey, and wolf, while excluding privately owned cervidae on registered livestock facilities.

Grants the legislature and the Natural Resources Commission shared authority to designate species as game, with only the legislature able to remove species from the game list and only the legislature or commission able to authorize first open seasons.

Requires the commission to utilize sound scientific management principles when making decisions about game taking and mandates at least 30 days' notice to relevant legislative committees and appropriations committee chairs before issuing orders.

Appropriates $1,000,000 for fiscal year ending September 30, 2013 to implement fish and game management practices, research, education, and outreach related to hunting and fishing.

Makes military members eligible for hunting and fishing licenses free of charge, including active duty service members stationed out-of-state and reserve component members called to federal active duty who maintain Michigan residency.
