Amends Michigan's criminal sentencing guidelines to add 14 alcohol and controlled substance-related driving offenses to Chapter XVII of the Criminal Code.

Establishes sentencing classifications and maximum penalties for offenses including operating a vehicle while intoxicated causing death (Class C, 15-year max; Class B, 20-year max) and serious impairment (Class E, 5-year max; Class D, 10-year max).

Adds penalties for operating a vehicle while intoxicated with a minor present as subsequent offense (Class E, 5 years), third or subsequent impaired driving offenses (Class E, 5 years), and allowing a vehicle to be operated while intoxicated (Class E or G, 2-5 years).

Includes offenses related to ignition interlock devices: knowingly providing false information and failure to report illegal devices (both Class D, 10-year max).

Effective date of September 24, 2014, contingent on House Bill 4567 also being enacted into law.
