Establishes the Michigan Transportation Fund in the state treasury as a separate fund to receive motor fuel tax revenue, vehicle registration fees, motor carrier act fees, and other specified transportation revenues.

Allocates Michigan Transportation Fund money to multiple purposes including: state trunk line fund (39.1%), county road commissions (39.1%), cities and villages (21.8%), local bridge fund (minimum $3,000,000 annually), comprehensive transportation fund (10%), and other specified funds.

Creates a Local Bridge Fund with at least $3,000,000 annually to assist with preservation, improvement, and reconstruction of existing bridges or construction of replacement bridges.

Establishes a Local Bridge Advisory Board with 6 voting members and 2 nonvoting members to oversee bridge funding distribution through regional bridge councils based on bridge count, deck area, and structural condition.

Authorizes the state transportation commission to issue bonds or notes of at least $30,000,000 to supplement local bridge program funding and sets a $20,000,000 annual cap on Department of State administration expenses from the Michigan Transportation Fund.
