MI HB4595

Amends Michigan larceny statute to establish tiered penalties based on stolen property value: felony for $20,000+ (up to 10 years imprisonment or $15,000 fine), felony for $1,000-$19,999 (up to 5 years or $10,000 fine), misdemeanor for $200-$999 (up to 1 year or $2,000 fine), and misdemeanor for under $200 (up to 93 days or $500 fine).

Provides enhanced penalties for repeat offenders: second or subsequent conviction when stealing $1,000-$19,999, or first repeat conviction when stealing $200-$999.

Applies 3 times the stolen property value as alternative fine if greater than statutory maximums.

Allows aggregation of property values stolen in separate incidents within a 12-month period under a scheme or course of conduct.

Specifies that for scrap metal, "value" means the greatest of: replacement cost, damage repair cost, or the sum of both; tied to passage of HB 4593.
