Authorizes drain commissioners or drainage boards to retain licensed professional surveyors or engineers to survey drains and review or revise drainage district boundaries to include all benefited lands.

Allows drain commissioners or drainage boards to revise district boundaries either through a board of determination hearing during a petition hearing of necessity or through a separate day of review.

Requires at least one day of review from 9 a.m. to 5 p.m. where the drain commissioner or drainage board must hear proofs and find that boundary changes would more accurately define benefited lands and be just and equitable.

Mandates notice by first-class mail at least 10 days before review to all cities, villages, townships, and property owners on tax rolls, plus newspaper publication at least 10 days prior in county newspapers.

Allows property owners, the state transportation department, and municipalities to challenge boundary revisions in circuit court within 10 days if the decision lacks substantial, material, and competent evidence.
