Registration plates issued by the department cannot be renewed more than 10 years after the date of issuance, effective January 1, 2015.

Vehicle owners whose registration plates are no longer eligible for renewal must obtain a replacement registration plate upon payment of the required fee under section 804.

Vehicle owners may request the department issue a new registration plate with the same registration number as their expired plate if that alphanumeric series has been retired from circulation.

Secretary of state must prepare a report analyzing the viability of moving from current registration plate production to digital printing, in conjunction with the Department of Corrections, Michigan State Police, Michigan Sheriffs' Association, and appointed legislative representatives.

The report analyzing digital printing viability must be submitted to the standing committees of the Senate and House with primary responsibility for transportation issues no later than December 31, 2013.
