Allows registers of deeds to record an affidavit with an attached copy of a mortgage that meets recording requirements, with the mortgage considered duly recorded as of the affidavit's recording date.

Perfects the mortgage lien as of the affidavit recording date if the mortgage validly creates a lien.

Applies retroactively to all mortgage copies verified by affidavit regardless of recording date, but prohibits recording multiple mortgages on a single affidavit after the effective date.

Maintains existing requirements for instruments including legible printing of signatory names, notary names, grantee addresses, and compliance with formatting standards for documents executed after April 1, 1997.

Requires obscuring or removing the first 5 digits of social security numbers appearing in instruments beginning September 12, 2007, except for documents presented by the department of treasury (April 1, 2008).
