Requires each register of deeds to maintain a general index of recorded instruments using books, computerization, or a combination of both after all recording requirements and fees are met.

Index must include liber and page numbers (sequentially assigned), instrument type, names of all parties, date processed, land location, and other required reference information.

Computerized indexes must allow alphabetical searching by party names and be secured by a duplicate index maintained at a separate physical location.

Primary index must be protected by a code, key, or other security system to prevent unauthorized alterations.

Act takes effect only if House Bill 4638 and House Bill 4640 are also enacted into law; effective date October 17, 2014.
