Establishes a 5-day window (excluding weekends and holidays) for parents to request revocation of out-of-court releases or consents by written submission to the adoption attorney or child placing agency, with court hearings required to determine voluntariness and best interests of the child.

Requires out-of-court releases and consents to include detailed statements of parental rights being relinquished, acknowledgments that the parent understands the permanent nature of termination, and contact information for submitting revocation requests only in writing.

Effective date is October 12, 2014, with the law taking effect 180 days after enactment.
