Reduces the supervisory period before adoption from 6 months to 3 months for adoptees less than 1 year old at the time of filing, unless the court determines adoption is undesirable.

Allows courts to waive or extend the supervisory period if in the adoptee's best interests, with extensions up to 18 months from formal placement.

Requires courts to hold a hearing and determine whether to enter an adoption order or deny the petition if no order is entered within 18 months of formal placement.

Maintains existing restrictions on entering adoption orders while petitions for rehearing, appeals, or applications for leave to appeal are pending.

Takes effect 180 days after enactment, with approval date of April 15, 2014 and effective date of October 12, 2014.
