Establishes the "Foster Parent's Bill of Rights Law" requiring supervising agencies to provide foster parents with access to agency policies, training, support services, and 24/7 emergency assistance.

Mandates timely financial reimbursement within 30 days of documentation submission and timely investigations of licensing complaints completed within 45 calendar days (not to exceed 90 days total with extensions).

Requires supervising agencies to provide foster parents advance notice of child placements, copies of case service plans within 10 days of request, and timely court hearing notices at least 7 days in advance.

Creates a grievance procedure allowing foster parents to file complaints with supervising agencies (requiring written response within 30 days), the Department of Licensing, or through administrative hearings under the Administrative Procedures Act.

Requires annual reporting to legislative committees beginning October 1, 2015, documenting total grievances filed, resolution timelines, licensing actions, policy changes, and administrative hearing outcomes; effective April 1, 2015.
