Expands the children's ombudsman's authority to investigate alleged violations of the foster parent's bill of rights law, subject to appropriation of funds.

Grants the ombudsman authority to pursue legal action to protect rights and welfare of children under jurisdiction of the Department of Human Services, Michigan children's institute, family court, child caring institutions, and child placing agencies.

Requires the ombudsman to investigate all child fatality cases involving suspected child abuse or neglect in specific situations, including deaths during active child protective services investigations, while in foster care, or within 24 months of case closure.

Mandates child fatality investigations be completed within 12 months of opening a case, subject to state appropriations.

Effective April 1, 2015, contingent upon enactment of House Bill No. 4649.
