Creates a "wine auction license" issued by the Alcoholic Beverage Control Commission for specially designated merchants or their partners to sell wine by auction from private collections.

Restricts wine auction licenses to unlicensed wine owners selling from private collections, with bottles requiring a permanently affixed tag or label indicating the wine came from a private collection.

Allows up to 12 auctions per license year; license fee determined by the commission under section 525(1)(aa).

Makes the wine auction license holder responsible for sales and excise taxes, storage, warehousing, and delivery of auctioned wine.

Permits wholesale and retail wine licensees to purchase and resell wine from auctions if the private collection tag remains affixed to the bottle.
