MI HB4709

Amends the definition of "micro brewer" in Michigan's alcoholic beverage control law to produce less than 60,000 barrels of beer per year instead of a lower threshold, with all brands, labels, and facilities owned or controlled by the same person combined for calculation purposes.

Adds definitions for "mixed spirit drink" (spirits mixed with nonalcoholic beverages containing 10% or less alcohol by volume) and "mixed spirit drink manufacturer" (licensed to manufacture and sell mixed spirit drinks to wholesalers).

Defines "master distributor" as a wholesaler acting as a brewer, wine maker, or outstate seller for beer or wine brands to other wholesalers on a regular basis.

Defines "outstate seller of mixed spirit drink" as a person licensed to sell mixed spirit drinks not manufactured in Michigan to wholesalers, treated as an outstate wine seller but subject to spirits manufacturing and labeling rules.

Act takes effect only if seven companion bills (SB 504, 505, 506, 507, 650, HB 4710, HB 4711) are enacted into law; effective date March 25, 2014.
