Requires insurers that owned repair facilities on the effective date to divest all ownership interests by December 31, 2013

Mandates insurers maintain notice requirements during the divestiture period, including posting 18-point font notices at facilities stating customers may choose their own repair shop and notifying policyholders in writing and at claims filing of the insurer's ownership interest

Prohibits insurers from developing preferred repair facility lists or recommending specific repair facilities to insureds

Allows aggrieved persons, including repair facilities, to bring legal action for injunctive relief to enforce compliance, with prevailing plaintiffs entitled to recover reasonable attorney fees and court costs
