Establishes the "intrastate emergency management assistance agreement" to create a system of mutual aid between Michigan political subdivisions during emergencies and disasters.

Allows participating governments to request assistance from other participating governments for emergencies, disasters, serious threats to public health and safety, and authorized drills or exercises.

Requires requesting governments to reimburse responding governments for assistance costs, either at an agreed rate, the FEMA fee schedule rate, or actual cost—whichever is less; reimbursement may be waived by the responding government.

Specifies that responding personnel remain under command and control of their home jurisdiction but operate under the incident command system of the requesting jurisdiction; responding governments may withhold resources for their own protection and withdraw assistance with notice.

Allows participating governments to decline participation by legislative resolution filed with the Department of State Police, and does not supersede existing mutual aid agreements or prevent requests for state or federal assistance.
