Expands building permit application requirements for residential builders and contractors to include occupational license numbers, worker's compensation insurance information, employer identification numbers, and Michigan employment security numbers.

Requires an 8-point boldfaced warning statement on building permit applications informing applicants that section 23a prohibits conspiracy to circumvent state licensing requirements for residential construction work and subjects violators to civil fines.
