Eliminates the requirement that joint county medical care facility board trustees qualify as county social welfare board members, allowing counties to establish their own qualification criteria instead.

Requires each county board of commissioners to appoint an additional trustee to existing joint county medical care facilities within 30 days of the effective date (March 20, 2014).

Allows existing trustees serving on the effective date to continue in office until they resign, are removed, or their term expires.

When vacancies occur on existing facility boards, counties must fill the first two vacancies but are prohibited from filling the third and final vacancy from the original trustees.

Grants county boards of commissioners authority to establish their own appointment criteria for all future trustee appointments and vacancy fills occurring after the effective date.
