Establishes motorcycle temporary instruction permits effective January 1, 2015, for persons ages 16-17 enrolled in an approved motorcycle safety course or persons 18 and older with a valid operator's or chauffeur's license.

Motorcycle permit holders must operate under constant visual supervision of a licensed motorcycle operator at least 18 years old, cannot ride at night, and cannot carry passengers.

Limits motorcycle temporary instruction permits to a maximum of 2 permits per person within any 10-year period.

Expands temporary instruction permit provisions for commercial vehicle operators by allowing permitted drivers to operate vehicles requiring vehicle group designations when accompanied by a licensed instructor in direct visual and audio communication, including for driver training programs at colleges, universities, or school districts.

Prohibits permit holders operating vehicles designed to carry 16 or more passengers from transporting passengers except when accompanied by a licensed instructor or driver skills test examiner.
