Allows eligible urban entities to apply directly to the Michigan strategic fund for Next Michigan development corporation designation, without requiring an interlocal agreement.

Permits eligible urban entities to designate an instrumentality or nonprofit corporation to file the application and serve as the Next Michigan development corporation on their behalf.

Exempts applications from or on behalf of eligible urban entities from the requirement to submit a copy of an interlocal agreement and governor approval under the urban cooperation act of 1967.

Directs the Michigan strategic fund to give preference to eligible Act 7 entities composed of not fewer than 2 contiguous counties with combined population between 103,000 and 106,000, where the largest cities from each county combined have population between 32,500 and 35,500.
