Amends the criminal procedure code's sentencing guidelines (MCL 777.12e) to add new felony offenses related to vehicle code violations enumerated in sections 601-624b of the Michigan Vehicle Code.

Adds sentencing guidelines for moving violations causing death, including death in work zones, school bus zones, to operators of farm equipment, and to vulnerable roadway users, all classified as Class C felonies with maximum sentences of 15 years.

Establishes sentencing guidelines for four degrees of fleeing and eluding law enforcement, ranging from Class G (2-year maximum) for fourth degree to Class C (15-year maximum) for first degree.

Creates sentencing guidelines for signal preemption device violations, ranging from Class G (2-year maximum) for using the device to Class C (15-year maximum) for causing death.

Adds sentencing guidelines for failure to stop at the scene of an accident, with Class E (5-year maximum) for accidents resulting in serious impairment or death, and Class C (15-year maximum) for accidents resulting in death when at fault.

Takes effect only upon enactment of a companion bill (Senate Bill or House Bill request no. 02458'13 of the 97th Legislature).
