Creates new misdemeanor offense for committing a moving violation that causes serious impairment of body function to a vulnerable roadway user (pedestrian or person on nonmotorized device like bicycle or wheelchair), punishable by up to 93 days imprisonment, $1,000 fine, or up to 180 hours community service.

Creates new misdemeanor offense for committing a moving violation that causes death to a vulnerable roadway user, punishable by up to 1 year imprisonment, $2,000 fine, or up to 360 hours community service.

Creates new felony offense for reckless driving that causes death to a vulnerable roadway user, punishable by up to 15 years imprisonment or up to $10,000 fine, or both.

Requires courts to order persons convicted of misdemeanor violations under this section to successfully complete a basic driver improvement course approved by the secretary of state.

Permits consecutive sentencing for violations of this section with other crimes arising from the same transaction, and does not prohibit additional charges other than reckless driving violations.
