• Makes collective bargaining agreements subject to modification or termination by emergency managers under the Local Government and School District Fiscal Accountability Act (2011 PA 4), with such provisions declared non-negotiable subjects of bargaining.

• Establishes that intergovernmental agreements to consolidate, jointly perform, or collaborate on functions or services are prohibited subjects of bargaining, though employers must still bargain over effects on employees.

• Declares that defined benefit retirement plans are prohibited subjects of bargaining in cities and charter counties that adopt resolutions, ordinances, or charter provisions prohibiting such plans.
