Amends Section 18 of the Probate Code regarding juvenile court dispositions and sentencing authority for juveniles charged with offenses.

Adds criteria for courts to consider when deciding whether to impose adult sentences on convicted juveniles, including offense severity, juvenile's culpability, prior delinquency record, programming history, and adequacy of juvenile justice system options.

Allows courts to delay imposing adult sentences for periods up to the court's jurisdiction duration by placing juveniles on probation with dispositional conditions instead of immediate adult sentencing.

Changes department references from "Family Independence Agency" and "Department of Consumer and Industry Services" to "Department of Human Services" and "Licensing and Regulatory Affairs."

Takes effect only upon enactment of House Bill 4806, creating a conditional tie-bar between the two bills.
