Requires insurers and health maintenance organizations to communicate annually to policyholders or subscribers (by March 1 each year from 2014 through 2018) a written or electronic estimate of premium impact attributable to the Affordable Care Act, including taxes, assessments, and other related requirements, broken down by business line.

Mandates insurers include a specific statement with the estimate clarifying that the Affordable Care Act-related premium portion is attributable to federal law and not to Michigan state laws, regulations, or actions by the governor, legislature, or Department of Insurance and Financial Services.

Does not authorize or permit the establishment or operation of an American health benefit exchange in Michigan under the Affordable Care Act.

Applies to insurance policies, certificates, or contracts delivered, issued for delivery, or renewed in Michigan on or after the bill's effective date.
