Allows cities, villages, townships, and counties to provide flag holders and US flags for veterans' graves upon petition by a recognized veterans' organization, an affiliate of such organization, or 5 eligible voters.

Prohibits the purchase of flag holders or US flags manufactured outside the United States if competitively priced and comparable quality American-made flags are available.

Requires municipalities and counties that purchase foreign-made flags due to unavailability of American alternatives to post notification on their website stating this reason and disclosing the country of origin.

Exempts private cemeteries in townships from the flag requirement during the fiscal year an initial request exceeds 50 graves, but applies the requirement in the immediately succeeding fiscal year.

Flag holders and flags shall be placed on veterans' graves for the purpose of marking and designating graves for memorial purposes.
