• Amends the Natural Resources and Environmental Protection Act to exclude sporting swine on registered sporting swine livestock operations from the definition of "game" and from department regulation.

• Adds sporting swine to the exemptions in Section 41102, preventing the department from regulating the taking or killing of sporting swine located on registered sporting swine livestock operations.

• Prohibits the Natural Resources Commission from listing sporting swine as prohibited or restricted species under the invasive species provisions of Section 41302.

• Adds feral swine to the list of prohibited mammal species and clarifies that nutria are prohibited species.

• Bill is conditioned on enactment of companion bills HB 4863, HB 4864, and one additional bill (request no. 00037'13).
