Requires vehicle and bicycle operators to determine that stopping or turning can be made safely before signaling and performing the maneuver.

Permits signals to be given by hand and arm gestures or by mechanical/electrical signal devices that convey an intelligible warning to other traffic.

Mandates that commercial motor vehicles with specific dimensional measurements (body width exceeding 24 inches from steering post or rear length exceeding 14 feet) use signal lamps or mechanical devices rather than hand signals.

Establishes that violations of signaling requirements constitute a civil infraction; effective immediately upon governor approval on January 28, 2014.
