Amends Michigan arson statutes (MCL 750.78 and 750.79) to clarify penalties and offense classifications for arson-related crimes.

Creates misdemeanor penalties for willfully burning personal property valued at $200-$1,000 (up to 1 year imprisonment and $2,000 fine) or less than $200 (up to 93 days and $500 fine).

Establishes felony penalties ranging from 5 to 15 years imprisonment based on property value, prior convictions, presence of injury, insurance fraud intent, or whether the property is a dwelling.

Allows aggregation of property values from multiple arson incidents within a 12-month period when part of a scheme or course of conduct.

Prohibits using prior convictions that enhanced an arson sentence from further enhancing sentences under habitual offender statutes (MCL 769.10-769.12).
