Classifies arson offenses into categories from A (most severe) to E (least severe), with first-degree arson and arson of insured dwellings classified as Class A felonies carrying life sentences.

Establishes graduated penalties for preparing to commit arson based on property value threshold ($1,000 to $20,000 or more), prior convictions, insurance fraud intent, or injury caused.

Repeals MCL 750.80 and MCL 750.496 from the 1931 Michigan Penal Code.

Becomes effective 90 days after enactment, with approval date of April 7, 2014 and effective date of July 9, 2014.
