HB 4914 Summary

• Requires law enforcement agencies maintaining SWAT teams to report to the attorney general every 6 months beginning October 1, 2013, using a standardized format developed by the Michigan Commission on Law Enforcement Standards.

• Mandated reporting includes number of activations, approximate deployment locations, reasons for deployment, legal authority/warrant type, and detailed results including arrests, evidence seized, forcible entries, weapon discharges, and injuries or deaths.

• Law enforcement agencies must submit reports to the attorney general and local governing body within 15 days following each 6-month reporting period.

• Attorney general must analyze and summarize all reported data and submit an annual report by September 1 to the governor, legislature, and relevant law enforcement agencies.

• Michigan Commission on Law Enforcement Standards must contact non-compliant agencies; if agencies fail to comply within 30 days, the attorney general and commission jointly report noncompliance to the governor and legislature.
