Creates the crime victim's rights fund as a separate fund in the state treasury, with the state treasurer crediting all amounts received and investing fund money according to state surplus fund procedures.

Allows excess revenue in the fund beyond necessary amounts determined by the crime victim services commission to be used for crime victim compensation under 1976 PA 223.

Permits additional excess revenue not used for victim compensation to fund establishment and maintenance of a statewide trauma system, with a cap of $3,500,000 per fiscal year.

Beginning October 1, 2018, limits statewide trauma system expenditures to 50% of the maximum allowable amount unless the expenditure is reasonably proportional to crime victims' utilization of the trauma system.
