Local units of government may adopt a resolution to authorize charitable organization employees and volunteers to conduct fund-raising activities within the improved portion of streets or highways under their jurisdiction.

Any resolution must specify the charitable organization's name and the dates, times, and locations where fund-raising activities are permitted, and may include requirements and limitations on street or highway use.

Prohibitions against individuals standing, walking, or remaining in the improved portion of streets or highways do not apply to those conducting fund-raising activities in compliance with an adopted local resolution.

"Charitable organization" is defined as an entity organized under Section 501(c)(3) of the Internal Revenue Code (26 USC 501(c)(3)).

"Local unit of government" includes cities, villages, counties, and townships (counties and townships only for areas outside city or village jurisdiction).
