Authorizes law enforcement agencies and local units of government to establish volunteer parking enforcement programs to issue citations for specific parking violations, including parking on sidewalks, in front of driveways, within 15 feet of fire hydrants, on crosswalks, in disabled spaces, and blocking fire lanes.

Requires volunteers to complete at least 8 hours of parking enforcement training conducted by the local law enforcement agency, county sheriff, or state police before issuing citations.

Prohibits any revenue from parking violation citations issued by volunteers from being directed to the individual volunteer or any third party; all money must go to the law enforcement agency or local unit of government administering the program.

Provides that parking violation citations issued by volunteers shall be dismissed if the volunteer fails to appear at a scheduled court or magistrate hearing when the defendant pleads not responsible or responsible with explanation.

Prohibits law enforcement agencies from implementing volunteer parking programs for certain violations if prohibited by collective bargaining agreements with law enforcement officers, and requires specific authorization from the local governing body before implementation.
