Establishes the "Buy Michigan First" program under the Department of Agriculture and Rural Development to designate and encourage public entities to purchase farm products grown, processed, or manufactured in Michigan.

Program shall increase marketing opportunities for Michigan farm products to public entities and enter into partnerships with public institutions, local governments, universities, colleges, commodity groups, manufacturers, retailers, and other entities.

Authorizes the department to establish grant application procedures and identify other funding sources to implement the program.

Allows the department to trademark or protect a "Buy Michigan First" logo and design point-of-sale signage, stickers, posters, banners, and display cards to promote Michigan farm products.

Permits the department to accept funds from private or public sources and promulgate rules under the Administrative Procedures Act to implement the program.
